The original guru on planning and all things CPO was a guy called Paul Winter. He's since left Eversheds and set up on his own. I think he's the best planning lawyer/adviser in London.
Alison Nimmo CBE (former Director of Design and Regeneration at the Olympic Delivery Authority and currently Chief Executive at the Crown Estate).
Paul has provided advice to many of my clients over the last 15 years and it has always been of the highest quality. He is always keenly focused on the clients' objectives , the output is provided in a timely manner and in his new role , Paul is able to be even more cost effective without sacrificing any level of integrity.
Stuart Robinson - Executive Director - Head of Planning, CBRE Limited.
We are very fortunate to have come across Paul and James and to be able to draw upon the tremendous breadth of expertise and experience and the focused approach to successful delivery they bring to the project. Both of them gave the matter their full attention, often in their own time and were extremely responsive. They understand other parties' timescales. Their personal integrity is undoubted and carries weight. They only go home when the work is finished... This was a very happy and efficient way of working and the S 106 was completed and Planning Consent issued, in a timely fashion.
Hugh Cave: Director, City & Provincial Properties PLC.
Paul came to us with a reputation as one of the top Planning lawyers in the country. This was soon borne out by the quality of his advice - it was clear that his experience and expertise put him at the very top of his profession. Countless problems and barriers were overcome with the benefit of his skill and sound judgement, often leading to a least cost solution thereby providing real value for money. As for future clients: well they can have absolute trust in his integrity and commitment to them, he is totally reliable, highly responsive and his advice will always be delivered in a calm and thoughtful fashion that instils confidence. I cannot think of a more popular and effective member of the project team and could not recommend more highly.
Kevin O'Leary, Corporate Director - Environment & Regeneration Islington Council
Paul Winter represented the local planning authority throughout, and although on the opposing team and clearly on occasions representing a different view, proved to be a major and integral part in finding solutions to the numerous challenges that were encountered on the way. So often we are faced with people telling us what we could not do. Paul knew what we could not do, but offered solutions. A "can do " man in every sense. Our regeneration programme is now almost complete. Paul's competence and deep knowledge and understanding of the complexities, has played a major and valuable part in Arsenal remaining in the borough, our home since 1913. Thank you Paul.
Ken Friar OBE, Executive Director, Arsenal Football Club
Paul has successfully supported the planning department on a number of high profile and complex cases demonstrating an ability to resolve issues quickly and collaboratively. As a first rate planning lawyer he is an asset to any project team. Always a safe pair of hands but Paul also brings with him a clear focus and ability to drive solutions forward. As a skilled negotiator he is relentless in his pursuit to deliver and his advice is consistently reliable, timely and robust. Without a doubt one of the most effective operators in his field.
Martin Cowie, Assistant Director of Planning and Development Management at the London Borough of Barnet.
Paul's contribution to the planning strategy for our Indescon Court site and in the negotiations with the Council and other parties, was crucial to our unlocking the site's optimum commercial value and its eventual disposal for substantial residential development.
Tim J Garnett, FRICS, Managing Director, Ogden Properties Limited
Without a shadow of doubt Paul is the most thorough reviewer of Environmental Statements we have come across. He wastes no time in understanding fully the complexities of the project - whatever the subject - and is meticulous in his examination of the documents including the often forgotten appendages. Moreover he is efficient with his time and such a delight to work with. We always encourage our clients to engage his services wherever possible.
Nick Roberts, Managing Director, the Landmark Practice
As a group of residents with very little experience in the world of planning, Paul guided us through the minefield of the appeal process against a harmful development proposal which, though apparently supported by the local planning officers, CABE and the GLA, would have blighted St Katharine Docks (adjacent to the World Heritage site of the Tower of London). It was no simple task but he managed it with diplomacy and a deft touch. Without him we would have had no chance in achieving such a successful outcome.
Paul Garwood: Chairman of City Quay Management Limited.
Paul Winter is highly knowledgeable, astonishingly thorough, utterly professional and wholeheartedly committed to worthwhile projects such as the new Saracens stadium at Copthall, now known as Allianz Park. Beyond any doubt at all, Paul played a key and integral role in developing, crystallising and ultimately enabling the Saracens plan to create a unique and genuine community sports hub in the heart of north London. As a professional rugby club, we remain deeply grateful... in years and decades to come, hundreds of thousands of people in Barnet will have good cause to be grateful as well.
Edward Griffiths (Chief Executive of Saracens RUC)
